Student Assistance Program

The Commonwealth's Student Assistance Program, which is administered by the Department of Education in collaboration with the Departments of Health and Public Welfare, is designed to assist school personnel in identifying at-risk issues, including alcohol, drugs and others, which pose a barrier to a student's learning and school success. Student assistance is not a treatment program; rather, it is a systematic process using effective and accountable professional techniques to mobilize school resources to remove the barriers to learning, and where the problem is beyond the scope of the school, to assist the parent and the student with information so they may access services within the community. The student assistance team members do not diagnose, treat or refer for treatment; but they may refer for an assessment for treatment.


TheTitusville Area School District Board of Directors recognizes the importance of the active involvement of multi-disciplinary teams (core teams) to effectively implement the purpose and intent of the school district's Student Assistance Policy. In view of this position, therefore, the Board authorizes and supports the establishment of Core Teams in each elementary and secondary school in the district and empowers these groups to function within the intent of this policy.


The mission of the Student Assistance Program, in cooperation with local health care providers, is to improve academic achievement by removing barriers to learning which will foster the wholesome intellectual, physical, mental, social and emotional development of the students while supporting teachers and parents in their efforts toward this goal.


The goal of a school policy on Student Assistance Programs is to clarify the school's role in addressing the relationship between student academic achievement and risk factors that would be barriers to learning. Thus, theTitusville Area School District Student Assistance Program will:

A. Establish and maintain a Student Assistance Program Core Team in each school building in the district.

B. Establish a protocol to ensure smooth transitions for students between grades, between buildings, and between services.

C. Implement the philosophy of the school district, which calls for the fullest realization of the potential of each child on every level - intellectual, social, emotional and physical.

. Support the administration in its efforts to maintain a school climate conducive to the achievement of the school's mission.

E. Assist the faculty with practical solutions to identify student problems and to provide follow-up and support to students by providing continued opportunities for professional development.

F. Cooperate with parents in the preservation of the sound physical and mental health of their children.

G. Provide students and their families with education, prevention, appropriate intervention and timely referrals for professional help when needed in regard to any and all problems or conditions that interferes with the realization of their fullest potential as students and human beings.
